Program Overview

The Governance for Excellence™ – Florida Edition is Florida’s most comprehensive, research-based charter school board governance certification program designed to equip board members with the knowledge, legal alignment, and practical tools needed to fulfill their fiduciary, statutory, and academic oversight responsibilities. Built in direct alignment with the Florida Department of Education’s training requirements outlined in Rule 6A-6.0784, F.A.C., and §1002.33(9)(j), Florida Statutes, this program prepares charter school governing board members to serve effectively, ethically, and strategically.

Unlike traditional compliance-based sessions, this certification experience is grounded in the S-UDLCD™ Framework, the NCIC™ Governance Matrix, and real Florida case studies. It includes digital certification, applied governance walkthrough tools, and a unique focus on continuous improvement and sponsor accountability.

Lead Trainer: Dr. Terrence Narinesingh

Dr. Terrence Narinesingh is a certified Florida Department of Education educational leader and the Founder, CEO and Managing Partner of National Educational Consultants, LLC. With more than 21 years of experience in charter school governance and instructional leadership, he has served as a charter school principal, district charter department administrator, district instructional specialist, and board advisor across Florida’s most diverse charter networks.

He holds active Florida certifications in:

• School Principal – All Levels

• Educational Leadership – All Levels

• Exceptional Student Education – K–12

• Reading Endorsement

• Biology – Grades 6–12

• Middle Grades General Science – Grades 5–9

Dr. Narinesingh also participated in Harvard's “Contracts: Trust, Promise, and Contract”, a legal studies certificate course in law and public policy, which strengthens his ability to interpret and apply statutory obligations and regulatory guidance to charter governance training.

Setting a new standard for charter board development, the Governance for Excellence™ certification experience is grounded in the Strategic Universal Design for Learning Course Development (S-UDLCD™) Framework, the Narinesingh Coaching and Continuous Improvement Cycle (NCIC™) Matrix, and real Florida charter school case studies. Participants engage in applied learning using the Charter Governance Walkthrough Tool™, the Governance Action Plan Portfolio (GAP™), and the Narinesingh Traffic Light Model™—a color-coded system for monitoring MTSS and risk indicators. The training also integrates the Narinesingh Taxonomy™ of Instructional Coaching and Evaluation, the S-UDLCD™ Faculty & Institutional Evaluation System™, and the Narinesingh School Climate and Conduct Framework (NSCCF™) to ensure trauma-informed oversight. Digital certification is awarded upon completion, with tools designed to promote continuous improvement, board renewal readiness, and sponsor accountability. These leadership innovations are now used by charter networks in Palm Beach, Broward, Hillsborough, and Miami-Dade to promote compliance, renewal readiness, and equitable leadership practices.
